About Us

The Lancaster Employment, Advancement and Retention Network (EARN) Program began in July 2011 and services the Temporary Assistance for Needy Families (TANF) recipients of the county. This office is located within the Lancaster County CareerLink and is funded through the Lancaster County Workforce Investment Board (WIB). Services include case management, job readiness instruction and retention.

The Work Ready program is also operated through this office. The goals of Work Ready are to help participants transition to the EARN program and assist participants to secure and retain employment by providing services that will help them stabilize barriers that may hinder them from self-sufficiency.


The Lancaster County Workforce Innovation and Opportunity Act (WIOA) serves unemployed and underemployed individuals who meet eligibility criteria. In addition to assessments, a variety of job readiness workshops are offered. The EDSI Business Services unit contributes to this team by providing extensive employer services to businesses throughout Lancaster County. On-the-Job Training is a wage reimbursement program provided to employers hiring individuals referred by PA CareerLink®.

The Tooling and Manufacturing Association would strongly suggest EDSI be selected for any workforce related initiative with the goal of developing a structured pipeline of employee candidates or improving the productivity of incumbent employees.
